For best results, start seeds indoors. Prior to sowing, give hollyhock seeds a warm water treatment by soaking them in water that is approximately 60-70degreesF for at least 30minutes or the most 12hours. It is best to start seeds in individual pots as hollyhocks (even seedlings) can develop long taproots that don't transplant well. Sow the seeds in biodegradable containers such as peat pots, newsprint pots, coco pots, or paper towel (cut into 3" length). Sow seeds in seed starting mix with a little sand or you can, also, use fresh potting compost and cover it lightly with finely sieved soil or compost as the seed needs light to germinate. Water in well, but don't soak them. Allow excellent drainage. Put in direct sunlight on a window sill. These plants require intense light and sun to survive. Seedlings will emerge in 10-14days. Hollyhocks grow very fast. Transplant them in a sunny location when they are hardened.
